metacpan Mail::DKIM have ARC, there is just none perl module in spamassassin that use it currently, but all this is imho planned for spamassassin 4.x.x, so i think its a bit unfair to say spamassassin cant
what spamassasssin cant is to DKIM Sign, and ARC Sign, there is no point if it should or not, its not even a bug
but the verify miss, if maillists stop breaking DKIM, there would not be any needs for ARC at all
silly part is that maillists servers do add there own DKIM, fail !!!it would be ARC sign to work, only execption is if maillist is origination mails with maillist do sometime it must be dkim signed, but not arc signed, dkim resign is basicly broken in therms of arc
hope rfc's will clean up what signers and verifiers do, or not do finaly whoe leeds https://github.com/fastmail/authentication_milter i wish it to be common used
